The Panel, Bruce McLennan, Rory Moriarty and Sharon Warburton (sitting President) declined to conduct proceedings on an application by Cardinal Resources Limited to review the decision of the initial Panel in Cardinal Resources Limited 03 & 04.¹ The review Panel agreed with the initial Panel and concluded, particularly in light of subsequent events, that there was no reasonable prospect that it would make a declaration of unacceptable circumstances.
