About the Index of Reasons
The Index of Reasons is a topic and legislation index of the Panel's reasons for decisions published from 1 March 2000 to 30 June 2025. The index can be accessed via the search tool or viewed as a document. It is provided by the Panel for the general assistance of parties and the public.

How to use the Index of Reasons search tool
To search the index, navigate to the "Filter by Topic" or "Filter by Legislation" tab and select either a Topic and Sub-topic, or an Act/Regulations and Section/Regulation number from the drop-down list, then click "Display Results". Alternatively, the Topic and Sub-topic or Act/Regulations and Section/Regulation number can be manually entered into the search box.
Matters identified as relevant to the search will be displayed in reverse chronological order based on the date the reasons for the matters were published.
Each result includes hyperlinks to the reasons for decision in the matter and the paragraphs of those reasons relevant to the search and lists the catchwords that appear in the reasons for decision for the matter. Each result also includes Other Topics or Other Legislation associated with the matter in the index. Clicking on the Other Topics or Other Legislation associated with the matter will populate the search fields with these terms.
Click on "Clear Filters" to start a new search.
