The Acting President of the Panel refers to the application dated 5 August 2026 by Mr Jeremy Raper in relation to the affairs of GWR Group Limited (GWR) (see TP26/055).
On 11 August 2026, the Acting President of the Panel considered the request by the applicant for interim orders1 pending determination of the application, including (in summary) orders restraining certain alleged associates from:
- exercising voting rights attached to, and disposing of, GWR shares in which they have a relevant interest and
- acquiring further GWR shares or transferring GWR shares between registered holders or custody accounts.
The Acting President declined to make the interim orders sought.
A sitting Panel has now been appointed and is considering whether to conduct proceedings. The Panel may also consider it appropriate to consider the question of interim orders. The Panel makes no comment on the merits of the application.

1 BACKGROUND: An interim order is designed to maintain the status quo until the Panel can consider the application in detail. It may be made by the President or a sitting Panel. Often a sitting Panel has not been appointed at the stage of considering the making of an interim order. An interim order does not indicate that the Panel has decided to conduct proceedings or necessarily indicate the merits of an application for a declaration of unacceptable circumstances.
